On 26 October, the Work Package 4 (WP4) Taiwan team hosted a workshop in Taipei titled “HRJust: COVID-19 Governance,” as part of HRJust’s second-year civil society engagement activities. The workshop brought together a wide range of participants to reflect on experiences and lessons learned from Taiwan’s COVID-19 governance.

Participants included NGO workers, pilot union representatives, medical staff from Taiwan’s Center for Disease Control (CDC), members of the Administrative Appeals Commission, a judge from the Supreme Administrative Court, and legal scholars. Their diverse professional perspectives contributed to a productive exchange, enabling participants to reflect on project observations and deepen understanding of how pandemic governance was implemented in practice.

Discussions addressed several aspects of COVID-19 governance, including governmental decision-making processes, internal policy evaluation, civil society criticism of pandemic measures, and the role of institutional oversight mechanisms. The workshop also highlighted dimensions of the pandemic response that participants considered to have received insufficient attention in public discussions.

The event provided an important opportunity for dialogue between researchers, practitioners, and civil society actors, contributing to HRJust’s ongoing efforts to examine governance practices and the use of human rights reasoning in times of crisis.
