Memo: Civil Society Engagement Summary I

This memo summarizes two focus group interviews conducted by the Taiwan team of WP5 on February 21 and March 7, 2025, with non-governmental organizations working on immigration policy, human rights protection, and advocacy. The discussions centered on participants’ experiences of HRJ rhetoric used by the government, their observations of the features of such rhetoric, and their reflections on resistance to HRJs. This report synthesizes participants’ perspectives according to the types of immigrant status they work with: (1) marriage migrants, (2) domestic care workers, (3) fishery workers, (4) factory workers, and (5) refugees. This classification illustrates how policy discourse interacts with the lived conditions of various immigrant communities and reveals underlying patterns of institutional exclusion.
