In November 2024, HRJust Work Package 6 (WP6) researcher Chiara Antoniazzi, published the article “Extraterritorial Human Rights Obligations in the Area of Climate Change: Why the European Union Should Take Them Seriously.” The article contributes to ongoing judicial and academic debates on the extent to which states and supranational actors can be held responsible for the cross-border human rights impacts of climate change.
The publication focuses in particular on the often overlooked potential responsibility of the European Union for the human rights consequences of climate (in)action beyond its own territory. While acknowledging the legal and procedural challenges involved in enforcing such responsibility before the Court of Justice of the European Union, the article thereby aims to lay the normative and theoretical groundwork for examining Human Rights Justifications in an extraterritorial context and in relation to the external action of the EU more specifically.
